I would like to take this opportunity to introduce myself and let you know exactly what I do here at Carmel High School.
I am Sergeant Phil Hobson and I supervise the School Resource Unit with the Carmel Police Department. I have been employed with the City of Carmel Police Department since 1994. I worked 8 years as a patrol officer, I worked as a detective in the Criminal Investigations Division and my current assignment as School Resource Officer. I also serve as a Hostage Negotiator on the Carmel Police Department SWAT Team. In addition to these duties, I am a member of the Urban Patrol Rifle team and the Bike Patrol Team. I am a graduate of Ball State University. I earned a Bachelor of Science Degree in Criminal Justice and Criminology from Ball State University in 1992. From 1992 to 1994, I worked with the Boone County Sheriff’s Department as a Communications and a Corrections Officer.
The School Resource Officer program has three main functions:
1) The School Resource Officer (SRO) serves on the administrative team at the Carmel High School and acts as a liaison between the Carmel Police Department and Carmel High School by addressing any needs, requests or concerns by either the school or the police department.
2) The School Resource Officer (SRO) also provides classroom instruction to Carmel High School students on any law enforcement related issues that are being discussed in their course studies. The SRO also provides requested presentations on law enforcement matters to various parent, student, or faculty organizations.
3) The School Resource Officer (SRO) acts as a mentor to the students at Carmel High School by being available to assist students and their parents with questions, problems, or any situation that the student or their parent may be dealing with which has a need for law enforcement related guidance. The goal of the School Resource Officer is to be a non-adversarial, non-threatening law enforcement resource for the students of Carmel High School.
It is my goal, and the goal of the Carmel Police Department, along with Carmel High School, to provide a safe, open, and positive learning environment for the students, their parents, faculty, and our community. I will be available to assist you, and if you have needs that are beyond the scope of my position, I will be happy to assist you with any necessary referrals.
